The 3.16-acre temple site is located in a very high-profile location on Russian Confederation Street located between the Cambodia Institute of Technology and the Institute of Foreign Languages near the Royal University of Phnom Penh. The original site sat lower than the road and was swampy and home to local fauna.  To minimize the impact, the temple itself sits at street level while the parking and ancillary buildings are set below.  The Phnom Penh Temple is the first in Cambodia. The design pulls themes found in Cambodia including the towers of Angkor Wat on the spire. The plan is one-level and internally focused with the major ceremonial spaces focused on the center.  The entire temple square footage is 10,000 square feet.
